And yet, that is exactly what happens when a polar vortex occurs and are becoming more frequent as the Arctic has been warming more rapidly (2-3x faster) than other regions of N. America. That warming disrupts the jet stream and allows cold arctic air to escape southward.
It's variability is also influenced by the solar winds.
