Right you are. Miami and other areas of Florida have built far beyond the ability of the infrastructure to accommodate and support the population. That cannot change unless a crapload of people leave yesterday. That, of course, isn't going to happen.
Ironically, the last time I checked, the federally subsidized National Flood Insurance Program is 25 billion dollars underwater (pun intended again), and further it isn't working as it was intended to work. The buck stops with every American not rich enough to avoid paying taxes.
Southern California is for the most part far beyond that watershed's ability to support that many people. If they built seagates around NYC it would be an ecological nightmare. There will come a time when the only proper response will be "Move!!!"
