I think it has more to do with the cost of living. I would guess that there are more older cars and cars need catalytic converter replacements that don't happen. I wonder what their EPA standards for car licensing is? It's hard to get a car passed in Portland that doesn't run clean, unless its real old. They also only allow one temporary tag.
Why is CA, the most 'progressive' of states, at the to Play? Do they not practice what they preach?

Not Boston, you know that bastion of elitism. Back in the 80's Boston Bay was disgusting with all the filth the corporations were discarding. Well, that shouldn't be a problem since the taxation drove out industry years ago!
I'm doing some work down in Phoenix right now. I noticed I started having some respiratory problems. Many areas of Phoenix got F's for Ozone Pollution.
According to the EPA, the health effects of ozone pollution:
