The public research institution states it wishes to get those numbers more in line with the state’s percentage of white people, which recent polls hold at 39.7 percent of the population.

California has gone from one of the best states in the nation in terms of public education to one of the worst when looking at high school test scores and rates of graduation. In 1980 21% of students matriculating at college in California had to take remedial math or English. In 2015 it was 57%. This year they outlawed the term "remediate" and stopped holding remedial classes. Instead, they dumbed down the regular courses. College graduation rates have fallen to 46% from 80% in 1975..
