Bush inherited that surplus. His last fiscal year resulted in a deficit over one trillion dollars (he first increased the debt to ~440 billion/year via tax cuts for the richest and Medicare D; he signed TARP in his last year, several hundred billion more right there).

Obama inherited that over-trillion dollar yearly deficit. By the time he left, he had brought it down to just around Bush's 440 billion/year.

Trump inherited that 440 billion/year. He now has us borrowing over a trillion a year for, you got it, more tax cuts for the rich.

The debt is mostly conservatives. You keep slashing taxes, then blaming the left for not slashing spending to meet your demands. The people you vote for don't even care about slashing spending. You're doing it. You're the ones at fault. Raise us back to Clinton rates. If people feel too much pain, then we can talk about cutting spending. That first.
