Too complicated. Persons are Tourists if they haven't applied for citizenship.
Works in the rest of the world.
I did not invent that process as explained. I just reported how it's done in Europe.
A tourist abroad has only a permanent residence in their home-country. One can't get a job in Europe (which is considered "permanency") with only their passport. I awaited two-months before those papers arrived and allowed me an Identification Card in France as a permanent resident - which effectively meant that I "paid taxes on income earned" and was afforded the accompanying "social services". Like national healthcare.
