Rebuilding economies in post war countries.

I have no idea when the wars will end, but they will, yes? if they end, they need to satisfy the people quickly, or, some people will steal to get enough to buy guns to take all the resources, citing the new leaders as a failure, yes? so, how do you fix an economy quickly?

If you were to observe there are a few things they need and some they do not have, they should focus on what they have at the moment to satisfy these needs as best they can for now. it is typical for a fireman to save the people that are easiest to save first, as this maximizes lives saved, yes? you simply do not go to the back of the room to save those that are nearest death, but you want to save them too, not knowing how much time you have. now i am not talking about life and death, as all these people will live, i am talking about helping people and capitalizing on gains as much as you can. this means you do not make plans to build first, nor pay government staff, first you use what you got to do what you can, of course.

If you were to observe the things they will have, they will have towns and cities that are in good shape. the people need places to live, but they may live in tents for now. where to focus attention is up to the existing buildings and temporary market places - there will be merchants with food and water, of course. the problem is wealth is in their hands, while the customers do not have enough wealth to buy their goods, which leaves a surplus in the market, which is not what you want from the only resource you have, yes?

So, you need to empower the people to generate their own wealth, as a welfare state is a nightmare nobody wants to be in charge of. what do they have - human capital, buildings, machinery - let's move with the machinery. the factories are often found outside the city center, so will be undamaged. they need to phone or contact the factory owners to tell them to come back, as they still own the assets of the factories. this will generate an income, but, we only have food and products now, we need to generate sales too.

To generate sales, the shops need to be rebuilt, as these are where most monies changes hands. this means the priority of the state so far is to 'renovate the shops.' call the owners or seize the assets under 'temporary nationalism' for now. this will make for a better market place.

Then, another thing they need is health care. there are no medicines left in the shops, as they were probably looted. this means that they need to produce them or import them, with capital - if you buy a medicine for 10 you scan sell it for 13 or so, at least, so this should attract the leaders to this, yes?

So, health care, jobs and so forth are all sorted in like a few days. in the mean time, the state should buy food for the people so they can work, running up a tab from their personal bank accounts. sharing the wealth would be optimum, suffering from buying food is nearly unheard of for the individual and then shared out will feed everybody for a few days until they are back on their feet. they still have banks with money int heir accounts, at least for foreign banks.

One thing that has proven absolutely necessary is immediate installation of a power against whom resistance is futile that robustly enforces against corruption and other crime. The required force is of a kind our societies don't have the stomach for and cause resentment that we do not need.

It is a job for the UN.

How else do you want to avoid the crime and corruption we see in most post war or regime change situations? Just look at the balkans. There are plenty of further examples. Even where the population has been relatively docile and beaten down by extended war, the deposition of a dictator has had to be followed by extended occupation and harsh rules. Off hand, I can think of no example of a soft approach working, where there was not an existential threat to the elite.
