Small towns have the problem big business creeping in and taking away their jobs. this would be like walmart coming to a small town, taking the whole market of goods they sell together, as they buy in bulk and their prices are cheaper, of course. how does one profit from this in the small town, as it is only a profit as incentive to work, and only profit will put food on the table of the individual, of course.
Well, they could observe that walmart needs employees, and work for them,or, they could look to invite other big business to the town. this will bring prices down even further, of course. with enough of these big businesses in the small town, there should be enough jobs for one person out of each family, more or less, yes?
Of course, they could do the jobs that spiral out of big business, like providing stationary, or even delivering goods? if there is a big business in the town, they need logistics or transport of their goods to the shop, and, with such a high demand on quantity, and with the other logistics or transportation services costing big town salaries, they will be able to afford it.
Then, other 'parasitic services' would include day care centers for the new residents, and, house care. security services might be a way to secure the small town to nearly no crime, as it would be a very safe place then.
But, to make a small town go from a small economy to a big economy, they would need to produce more goods. typically, goods are produced outside the city center because all the commerce takes place inside the city center. this means that they could all use collateral to expand their businesses with the big city bank, and then create more jobs by expanding further.
Inviting big business to the smaller communities would be a good idea too. if you were to build a few mansions in the small town, you could sell them for hardly anything, and many people like to move out to the small town if the services permit it for them. this would be like having a holiday home for the holidays, or a retirement space, yes? retirement villages would be welcome and would get good business in these areas too.
