As we know, this virus and its associated disease, COVID-19, need to be analyzed on a per-capita basis when comparing states or regions. Also it is a good idea to filter out statistical noise.
With these two caveats in mind, let's look at how the states are doing with the one-week average of the number of new cases per capita. Since you have to get COVID-19 to die from it, and since COVID-19 deaths can lag behind new cases by several weeks, we can start with just the numbers of new cases per capita.
Today's worst-case rankings are:
1. Florida
2. Arizona
3. Louisiana
4. South Carolina
5. Georgia
6. Texas
7. Alabama
8. Tennessee
9. Idaho
10. Mississippi
After being in the lead for several weeks, Arizona has stabilized at roughly the same number of new daily infections per capita that New York state had at the height of its outbreak, actually seeing their one-week average drop a little in the last couple of days. Florida has overtaken them with an increase that shows no end in sight. Louisiana is not far behind.
Note that all ten of these states went red in the last presidential election.

Andrew Cuomo has taken his state from having by far the worst coronavirus situation in the nation to one of the best. One has to wonder how much credit goes to his citizens who accepted the life-saving science that brought their daily case numbers down.
Gretchen Whitmer, the governor of Michigan, wisely resisted cries from a fringe minority who wanted her to remove life-saving measures from her state. Because she did so, her citizens get to enjoy a state with one of the lowest infection rates in the country.
