Trump's stalwart ally also warned that the president wouldn't be the only one held responsible. Graham said the Republican Party itself risks being defined ahead of this fall’s elections as prioritizing commerce and the stock market over the health and safety of the American people.

The president is not technically the decider, however. The battle to reopen the country pits Trump against multiple governors, Democratic and Republican alike, who are scrambling to mitigate the impact of the coronavirus in their communities and marshal medical supplies for their hospitals. They will have the final say on when restaurants, stores and other gathering places in their states can reopen.

"If you ask the American people to choose between public health and the economy, then it's no contest. No American is going to say, ‘Accelerate the economy at the cost of human life,' " Cuomo told reporters last week.

He has the ability to give or deny Fed help to those governors who don't bow before him.

'This collective gubernatorial power could be a counterweight in the coming days if Trump continues to rally for a national reopening. But governors will also continue to lean on Trump for federal help - an imperative that New Jersey Gov. Phil Murphy (D) said would outweigh emerging tensions over reopening the economy, at least for now.

“We can’t print money, and we don’t have anything close to the stockpiles the federal government has, so we need them,” Murphy said in an interview.'
 
Whether or not Trump has the requisite authority is almost moot.

Most Americans will believe that the President has such authorities as the highest elected official in the land.

In addition, Trump's base will do whatever he directs them to do. (Many GOP Governors are a part of Trumps base)

I'm seeing a pro-Trump argument being made around DP lately, citing the "Liberal Dem" governors saying Trump is doing a 'good job'. It's feint praise.

None of them like Trump, none of them respect Trump, none of them think he is doing a good job. But they realize they need to stroke his narcissistic ego to continue to receive the federal aid they need to save their constituents' lives.

if it turns out that he is personally preventing medical supplies to be delivered to states that he doesn't like, he should be tried and convicted after leaving office. let his cult revolt. at this point, i don't care. he needs to sit down, STFU, and let the CDC handle this.

And it could get worse. Due to the federal government's unpreparedness, we see resource rationing. I wouldn't put it past Trump to firstly supply the Red areas he needs politically, in order to keep his base believing he is doing a good job.

On the Fox 'townhall' the other day, he literally said things are going well in terms of supplies sent to NY. With the myopic media self-censure of many of his followers, do you think they'll ever see otherwise?

Before this is over, we may see Trump blame the "Liberal Dems" for the catastrophe occurring, and use that as a political motivator to support him for re-election.

Who cares what Trump says? State Governors have been the only ones doing anything to protect their citizens.

And just now, Trump stated he's looking at quarantining several Dem states for two weeks - and may announce it later today:

We might not have to do it, but there's a possibility that sometime today we'll do a quarantine, short-term, two weeks on New York. Probably New Jersey, certain parts of Connecticut," he told reporters as he departed the White House.

Trump said that the possible quarantine would be "enforceable" and "restrict travel" from those parts of the tri-state area.

"Restrict travel, because they're having problems down in Florida, a lot of New Yorkers going down. We don't want that," he said.
