Not sure the president can really open or close the nation. It is up to the governors and mayors. If Trump was a smart politician (he is not IMO) he would state that. For that matter he can state it now. If the governor of New York wants to keep his state closed until December he can and should do so and explain to his citizens why. Same for any state which takes the opposite approach.

Well that’s not true. There’s precedent from the 50s that the president can order armed federal soldiers into deployment to the protect the civil rights of Americans from state authorities.

The problem is there aren't enough tests, PPE, and ventilators.

If we had those, if Trump had done his job, we'd be able to react to the virus in a more strategic way, rather than shutting everything down.

If and when we are able to deploy enough tests, PPE, and ventilators we'll be able to get back to work.
