The US military is sending a hospital ship to NYC. However, in his usual style, Trump said it would be there in a matter of days, but that vessel is undergoing repairs and won't make it to NYC for several weeks. (

By the way, De Blasio and Cuomo kinda hate each other, and are constantly feuding. De Blasio wouldn't hold back if Cuomo wasn't helping.

NY State can't order companies to manufacture supplies. Cuomo can instruct the National Guard to take action, but the NG doesn't have the same resources as the full US military. The federal government can, but is apparently still reluctant to pull the trigger on that.
Trump is finally starting to do some of the things we need, but there is still room for improvement. No one should be surprised that the mayor of the US's largest city is doing everything he can to push the state and federal government into action.
