If you're looking for a good read on the subject you have begun here the read former Greek Finance Minister's and communist's book, "Adults in the Room". Yanis Varoufakis interacted regularly with the power-elites of Europe and the broader international community during the Greek banking crisis in 2015 and his book deals with his experiences dealing with these European and international elites. He describes their slavish support for policies which they knew would fail in Greece but were forced to follow by the group-think of European power-elites which were willing to destroy Greece's economy in a desperate bid to head off Italy, Spain, Ireland, Portugal and most of all France from demanding debt restructuring which would have cost European banks many billions of Euros. The book is available in English and is an excellent read which illuminates the inanity of power and how shackled the powerful are to serving profondly selfish and anti-social interests, even if they don't want to and know they are wrong.

So again, WHO IS THAT SOMEONE? And why has this never been brought up in such a way?

Most of these alledged "black ops" don't exist to begin with. That's the effect Hollywood has on public perception.

Well I do think just dismissing your guestion as simply not possible, is putting waaayy to much faith in government and I am sure there is far more going on that we don't see than we do see

Clarification, please. It's not clear to me what you mean by "different phases." Do you mean that each special project or black op is compartmentalized into its own parts, or if you are referring to each project as its own phase compartmentalized from each other.

Everything compartmentalized so that one hand doesn't know what the other is doing. Pentagon officials, generals, and even the President of the United States are not allowed to know.

"Need to know" doesn't mean some people aren't "allowed" to know. The generals at the Pentagon can know those operations pertinent to their field. The USASOC Commander will know details of Special Operations projects, but not most CIA black ops. And vice versa.

The President doesn't usually need to know most operational methods, just the bottom line. If he asked, he'd be told.

It depends on the agency, and the regions, and other considerations. I'm not sure why you would think there would be a single person who would know ALL the details on all projects.

Black projects would get approval, under general authority from the initiating agency, and all funding is under oversight from Congress, though not as a whole, and there's not need to know all the details.

Again, I'm not sure why you think there's some wizard behind the curtain.
