A French doctoral student has been denied residency in Quebec after officials in Canada’s francophone province ruled that she had an inadequate command of her mother tongue. Emilie Dubois, a graphic designer who has lived and studied in Quebec City for eight years, was stunned to find her recent residency application denied on the grounds that she failed to demonstrate sufficient knowledge of French.

“I have a diploma from a francophone university, the first in Canada. I’m a French citizen, too, and I did all of my studies in French,” she told Radio-Canada.

The Quebecois are a tad on the looney side. Not that many years ago they wanted to secede from Canada & set up a French-only country. I used to live in New Hamster & got to Quebec fairly often. Waiters in restaurants in Montreal were rude if you were American. Everything in Canada has to be labeled both in French & in English. For example, a package of English muffins was also labeled 'Les Muffins des Anglais.' But some had no English at all. A KFC's sign read only 'Poulet Frite a la Kentucky.'

Hate to say it, but those KFCs have the best tasting chicken of any KFCs I've experienced. And even better, they do very late night delivery in Montreal (through a central switchboard)!

I have no data to back this up but the quality of KFC went way down after they stopped using Purdue chicken & switched to a cheaper source. Canadian KFCs could be independent as to their supply source.

As someone who lives in Quebec this does not surprise me, the nationalist provincial government hates anything English, no matter how small or minute. They are trying their hardest to strip away all rights form English speakers, they want a province of white-French-only speakers. Many Quebec sovereigntists believe that being bilingual makes you a traitor.

And they wonder why Anglophones religiously vote Liberal. I am literally a card-carrying, dues paying member of the Quebec Liberals.

Probably, American chicken usually does not meet our regulations.
 
Quebecers don't even appreciate people who speak French-Parisian. They are very particular about their language and their dialect.

So they are basically the French version of Clayton Bigsby?

 
Funny but I worked for a French-based company for 15 years & traveled to France often for sales meetings in different parts of the country - Bordeaux, Provence, Alpe d'Huez, Lac d'Annecy, Strasbourg. Except for the occasional bad tempered taxi driver I never had a bad experience with a French person. If you at least tried to meet them part way with the French they'd go along with you. Quebec was a different story.

My wife enjoyed a brand of Bordeaux wine named Entre deux Mer. So during a break in our sales meeting I walked to a nearby food store & asked the sales clerk 'Avez vous du vin s'appel 'Entrez deux Mer?' I brought 2 bottles home as a present. Nice people.

I believe a significant portion of the population in France speaks at least some English. But you only need 50 or so words in any language to get by. A cab driver I had in Brussels at the airport claimed to speak 12 languages but since most involved 'I want to go to...' and the name of a hotel it wasn't all that surprising.

I think you have vastly overestimated the ability of most French people to speak English. Unless they are regularly exposed to tourists (even then) or travel a lot most don't speak any at all in my experience.

Talking of cunning linguists, people working with tourists learn a smattering of languages, but away from the tourist areas it's rare to find people who speak more than one language with any fluency. Except for special circumstances such as a guy I know. He had an English father but grew up in a small village on the Spanish island of Majorca/Mallorca speaking a Catalan dialect with the locals. Then he went to school and was taught formal Castilian Spanish as the national language. He would talk English or Catalan at home or with pals, but open a conversation with a stranger in Spanish.
Being a tourism hotspot, the young guys would practice their chat-up lines in English, German and French, to wow the visiting young ladies seeking sun sea and sangria, with a holiday romance on the side...!
 
An update, it was announced today that the courts have overturned the decision decided to grant her permission to stay.

True. Plus Canada does not allow the 3 week growth hormone chicken "growing" process, that's typical in the states. So, chickens take longer to "grow" and the process is more akin to natural growth. This can be seen by chicken in America being dirt cheap in relation to beef, whereas in Canada chicken is closer in price to beef. Last time I was there the chicken I was considering cost more than pork, with only beef being more expensive.

Many Quebecois do not speak French per se in their day to day lives but rather something they have called Joual. Joual is a very special version of French which befuddles French and English speakers alike.
