Your happiness (and that of a current demonstrated minority) is irrelevant as it relates to referendum payment. Regardless, it ultimately won't happen both because Doug never wanted to put it to a poll in the first place (hence never campaigning on it, nor even mentioning it once pre-election), and because he clearly doesn't care about what others think or have ruled on the issue.
As to showing you, that's more up to the city's legal counsel to prove to the courts; I wish them the best.
Either way though, no matter who wins, Doug loses: the man has squandered and burnt political capital wholesale over this issue; he has played himself marvelously. I suspect he feels he can get away with burning bridges in Toronto, but the longer this drags on and the more time and resources he continues to disproportionally commit for the sake of vendetta, the more it'll hurt him politically with the rest of the province.
So have your referendum. I'm afraid this side of the fence is happy though so...you'll have to pay for it yourselves.
If the courts act contemptuously...so be it. And you'll have to show me where the Charter and the rule of law, do not allow for Notwithstanding. If you can...
