The psychological evaluation is to determine if he's nutty enough to claim having leaked the material when he really wasn't the one who leaked the material. Telling a buddy that you are the leaker and actually being the leaker don't always go hand in hand. Some people suffer from illusions of grandeur.

There's going to have to be proof at his military trial.
