That is not what he said.
"It’s unfortunate because it does not accurately reflect the journalistic standards of our newsroom"
To me that means the recording does not reflect his standards, not anything about how it is "reflected" or reported.
He is saying it should not have happened at all as that is not how he wants to run his newsroom.

It sounded more to me that the reporters wanted to create news rather than just find something that was there.

The guy did the right thing. It's clearly against what journalism is all about and I'm glad the station manager had the integrity to identify it, and handle it head on. Personally, I don't think he went far enough as I think everyone in that room should be fired to send a very clear and strong message. But... it's a start.
