Senate Majority Leader Harry Reid (D-Nev.) confirmed Tuesday that he would gamble on the high-stakes legislation — much as he undertook health care and Wall Street reform — that for now remains in the rough-draft stage but that will soon be the subject of intense negotiations.

“Whatever I bring to the floor, I want to get 60 votes,” Reid told POLITICO shortly after announcing his strategy for a full Senate debate as early as the week of July 26.

Reid confirmed the bill will have four parts: an oil spill response; a clean-energy and job-creation title based on work done in the Senate Energy and Natural Resources Committee; a tax package from the Senate Finance Committee; and a section that deals with greenhouse gas emissions from the electric utility industry.

“In this stage, we’ve not completed it. But we’re looking at a way that’s making sure when we talk about pollution, it’ll focus just on the utility sector,” Reid said.

Proposals for tackling emissions from power plants are emerging from several Senate offices.

A three-month-old draft from Sen. Jeff Bingaman (D-N.M.), leaked Tuesday, seeks to cut emissions from electric utilities by 17 percent by 2020 and 43 percent by 2030, compared with 2005 levels. And Sens. John Kerry (D-Mass.) and Joe Lieberman (I-Conn.) are floating a proposal this week and hope to win support from key GOP moderates such as Sen. Olympia Snowe of Maine.

Underscoring the delicate nature of the issue, Reid insisted that the proposal he will introduce in about 10 days should not be called a cap-and-trade plan or even a cap on emissions.

“I don’t use that,” he said. “Those words are not in my vocabulary. We’re going to work on pollution.”

They'll have to pass it first to know what's in it. And after it passes everyone will love it.

Actually it's more of a universal secret, seeing has how the language of the bill doesn't seem to be finished yet. The full senate debate is aimed at the 26th of this month.

HR3200, the first major draft of the health care reform bill, was available online nearly a year before the final bill was passed. This isn't exactly a backdoor operation.

It is and the GOP that will be shut out like they were in the healthcare bill. You believe Reid? Then you also believe no illegals are being used by construction companies in Nevada
 
It will be 2000+ pages and no one will read it before they vote for it. It won't be able to pass unless some utilities in certain States are deemed exempt or the State gets 200 Million dollars for a new freeway to the local country club..... business as usual in this administration.

Look, if you didn't read the health care reform bills in the many months they were available, that's your problem. I read them, so I was well aware of what was coming.

GOP was shut out? There are at least 80 Republican amendments to the health care reform bill, and rumor has it there were actually about 200, but the GOP has been hiding the rest.

The final draft, that was signed into law wasn't posted online until after it was signed into law.

Perhaps you're confusing the reconciliation package with the main bill. That one was voted on and signed later under a different number, which also was available well prior to the vote.

Nice spin but the bill changed so much what you read was wrong. You seem to forget all the closed door meeting the dems had some with Obama

Will he propose to stop wasting electricity by cutting back air conditioning in Las Vegas?
