She's right. These restrictions only allow the criminals to have the upper hand.
 
In this situation I wonder what really may have happened. Every situation is incredibly random, especially when bullets are flying. I can't watch the video right now, but if the stalker snuck up and shot the husband, there's very little she could have done except turned around and shot him back. And if it had turned into a full on shootout between the two, bystanders could have been shot. I'm not saying guns are bad, yadda yadda yadda. But unfortunately gun or not, she'll always wonder what she could have done :(
 
She should have dove in front of the bullet.
