I find this extremely deplorable! They did nothing but hurt this 7-year-old instead of helping him understand the law.

All he did was sit on a motor bike! Probably his dad's.

Possible overreaction and bad judgement by police,
but not worth $700,000.

A deplorable familiy environment is probably the cause
of any psychiatric problems he suffers.

All he did was sit on a motor bike!
If the motor was running it is fair to assume he intended
to drive the bike, and there could have been circumstantial
evidence, such as auditory, that he had already driven it.

Probably his dad's.
He probably does not know his father, and his mother probably
does not know who the father is.

Sounds like his mom is pissed at the police and partially because of it filed a lawsuit.

Actually, I heard of this in 2007 and that the kid indeed has a father.

I hope you read the article right.
