A federal court in Manhattan on Monday ruled against President Donald Trump’s private business, finding that a former business partner could pursue fraud claims stemming from allegations that the president’s company evaded income taxes and under-represented expenses at its scandal-plagued Panama hotel and condominium complex.

The plaintiffs, Ithaca Capital Investments (Capital), purchased a majority of the units in the Panama project in 2016, nearly two years before the Trump International Hotels Management (Trump International) entirely withdrew from the project, which is now JW Marriott.

The article you presented has details, and even the text of the judge's decision. The plaintiff amended their lawsuit over the hotel finances 21 months after they initially filed it. The defendant (Trump International, not Trump himself) filed a motion to dismiss the additional claim. The judge ruled that the amended claim could move forward. It's a procedural issue, and not exactly earth shattering.

The Trump International Hotel in DC isn't a part of this issue. The 'something' holding up the sale (as widely reported) is market uncertainty due to the COVID-19 virus. That issue has been in the news a bit.
