I matched his face to the name just from the comments. He is prone to exaggeration.
There will be an investigation post-crisis, on what blunders we made...and if Trump/Trump's cronies made big, obviously avoidable blunders, we'll crucify him metaphorically for it, as we do with all his tragic words and deeds.
I doubt seriously anything around this particular crisis, would be "criminal" in nature, that seems absurd.
Our system is dumber than Glenn, we have a president above the law, and we need to fix that. Even then, I would imagine this would not qualify, because this is emergency actions in a crisis, where a chief executive no doubt has even broader authority. Talking like that right now..I think is counter-productive either way.
He can be removed for it, but unlikely that anything criminal could arise from this, much less WOULD arise from it.

No such investigation will be undertaken during the remainder of the Trump Administration. The Trump team and the GOP leadership will pull out all the stops to prevent any such investigation.
Any investigation will have to be undertaken by the Democratic majority in the House.
Which will immediately be assaulted and attacked by Trump, the entire loud right wing noise machine, as a partisan exercise. Trump will block witnesses and documents, which Rush covers by yelling look the other way.
