Did Trump’s freeze on Ukraine aid violate the Impoundment Control Act? | PolitiFact

The Democrat-led House Intelligence Committee’s 300-page impeachment report makes the case that President Donald Trump violated an obscure Nixon-era law by freezing aid to Ukraine. Broadly speaking, the report argues that Trump abused his power by conditioning security assistance to Ukraine and a White House meeting on Ukrainian President Volodymyr Zelensky’s willingness to announce investigations into Trump’s political rivals.

But the report also suggests that Trump ran afoul of the Impoundment Control Act, a 1974 law meant to reassert Congress’ power of the purse.

Not surprising that someone who has never read the Constitution would be ignorant of other Federal laws,.

Everyone on your side of the aisle is "fishing" for something to hang impeachment on.

Have been for three years. Your side doesn't care what they can uncover. Just dig and dig until you find the right kind of mud...while continuing to sling whatever mud is available.

I wonder how well so many mud-slingers would fare if THEIR lives were probed, delved, and dug into in a non-stop effort at investigations designed to find something...ANYTHING to damage them?

This is why people opposed to such tactics have dug-in themselves, defending what you call "the indefensible."

It isn't that we feel Trump is a saint, far from it. We simply see how blindly partisan these non-stop efforts have been, and refuse to kow-tow to these moral-panic driven witch-hunts.

It was on MSNBC tonight that 14% of the promised $381M in military aid to Ukraine has yet to be disbursed. Is someone we know being petty?

Well there goes the "they got their money" defense. :2wave:

So 14% of the total amount of $381 million has still not been disbursed? As in $53,340,000?

If I understand correctly, military aid is not "money" but rather a direct allocation of equivalent value military hardware and munitions, and/or a paper-allocation with a list of items the nation can "purchase" from.

Is it possible that we've disbursed $327,660,000 in aid already, while the remainder is awaiting production for distribution? You know, we have to buy it from our military-industrial complex in order to send it, and they are still making it?

Why presume bad faith?

Your article asks the question and doesnt include the answer you arrived at. Nothing in Congresses legislation specifies exactly when the aid is to be distributed. Trump didnt delay anything specified by Congress. If they wanted the aid distributed in July as opposed to September, they should have specified.

He put a hold on the aid and never informed congress

One of the dumber things proposed by Democrats. It's a gray arena, at best. And no president is going to be impeached over an procedural issue.

Because Congress didnt specify when the aid was to be distributed. They left it to the administrations discretion as they always do.

What about asking foreign countries to meddle in our elections?

SOP. Look what they did to Trump while he was a candidate. they asked AND GOT help from both Ukraine and Russia.

Well this isnt going well for der trumpengroper

It wasn't being petty. There is a disbursement process that must be followed. That takes time. By the time djt released the aid, there was insufficient time to disburse all the funds. So the claim that Ukraine wasn't harmed because the aid was released is untrue, they didn't get @ $14 million of that package (@ 3.5%)

That's not true. There was a date that the aid had to be delivered by. As a result of the hold, @ $14 million was NOT dispersed.

I dont understand why Dems want to continually argue over facts we already know...ok Dems here are some facts for you...look them up, research, ask questions based on factual infromation that you may have...(Trump did not hold funds and President Trump did not threaten anyone from Ukrain in the phone call were talking about, and one more time President Trump did not collude with Russia, that would accually be people high up in the Democratic Party (we wont say no names). Honestly i always thought i was in the middle both Democratic and Republican but the last few years as i have researched what each side is about I was Wrong So far I see the top players of the Democratic party going all the way back to before the civil war to be freakin evil each in there own ways. (I am not talking about the average Democrat but the ones who usually have held powerful positions and who can and have tried to make laws that fractures some part of our country that grows. Example slavery if it were up to the Dems back then slavery never would have stopped, yet Dems scream rasist every chance they get. Honestly i wonder if most of you know how hypocritical you are and how 8 out of 10 times your accusuing others of the crimes done by you. Its insane.
