USAID said that awards “must be free from political interference or even the appearance of such interference and must be made on the basis of merit, not on the basis of the religious affiliation of a recipient organization, or lack thereof.”

Right ... so, now it's time to find out what the merit is based on and who decides who is "worthy" of any merit at all.
According to Trump and Pence, persecuted Christians in predominantly Muslim countries are definitely worthy of merit ... and I agree.
The ignored Christian groups are getting some of the USAID money now ... thanks to Pence and Trump.
