If you would like a deeper answer than "Yes or No" to "Is the U.S. Navy being present in the Gulf of Persia an Act of War", then feel free to ask for one. But if you simply ask "Is X also Y", then, well, you're going to get "Yes" or "No", because that answers your question.
It was actually pretty interesting. Your insinuation that the Intelligence Community lied in order to get us into a war is, also, incorrect. Nor did the Bush Administration lie to get us into a war - They were wrong about portions of one of three legs of the argument that they made to invade Iraq, but, when you break out the information they were looking at at the time, the only changes you can make to their assessments when applying analytic rigor are to the confidence ratings.
But have you decided to either stop believing the Intelligence Community v the narratives of brutal thug dictators based on whether or not what they are saying is politically convenient at the time? Or are you going to admit that it's fine when people - including Trump - do so.
