Working from just the OP...

The bill would prohibit sexual contact between a person and an animal, defining sexual contact as "any act committed between a person and an animal for the purpose of sexual arousal, sexual gratification, abuse, or financial gain."

The financial gain issue could be a problem point. Actual artificial insemination with equipment and such for actual breeding purposes (with like animals, not humans) could be seen as Illegal under this bill, as the breeding would be to increase the herd or create better traits (more milk from goats or cows for example) which would be for financial gain. Or even just paying someone to do that legitimate service would be illegal under the bill. Again this is only off the OP, and the bill could have an exception for legit purposes.

Sounds a lot like Russia where the president assassinates you and the women beat their wives.

Several years ago some Chinese friends and I were wandering through the Russian quarter of Beijing -- which is next to the Noko embassy -- when we passed a ladies undergarments store window display. The bras set up on the wall looked like tank turrets. No gun of course. Or so we thought. We still don't know.

I'm too lazy at the moment to look up the Russian laws on our thread topic but I'd bet they aren't uniform over there either. I'm trying not to wonder too much about your cross fertilization post. It might get the best of me yet and send me to google.

If you are using artificial insemination to breed better stock or even just more stock for more animals to sell or more milk production to sell you are in violation of this law. Note the definition is any act, not any sexual act

Mitch McConnell has undoubtedly had sex with at least two animals. They are Sherril Redmon and Elaine Chao. I don't know if he is currently breaking Kentucky law or plans to. I know if I were writing this statute for Kentucky, I would draw it inclusively here. I would not allow his sort access to a marriage license again. We have to have standards.

KY in 2000: If we allow marriage for gay people, people are gonna be having sex with animals.
KY in 2019: Oh right...sex with animals was legal before the gays asked for marriage.
 
Worrying that they all agreed this is enough of a problem to require a law.
