More than likely those were provisional ballots. They always go to the trash eventually, and are never counted.
That is unless they are needed for the dems to win.

yet to be counted. This is even worse than that & that's sayin' somethin'.
Joseph Stalin was quoted as saying: 'The people who cast the votes decide nothing.
The people who count the votes decide everything."
Looks like the sleaziest democrats are following in his footsteps.
Um...no. The last documented flagrant abuse of an election occurred in 2012 in North Carolina, and these tactics have been employed across the country wherever Republicans have gained power:
2012: North Carolina's Republican-led congress immediately approved a redistricting plan that was widely understood as racially gerrymandering. It concentrated black voters into a small number of districts, thereby diluting their electoral weight and maximizing Republican seat gains. Republicans also began passing a series of electoral reforms that made it harder for voters to cast their ballots and slashed the number of polling places in several key counties. These changes enabled Republicans to capture nine of the state's thirteen congressional seats in 2012, despite Democrats casting more votes statewide.
2013: The U.S. Supreme Court once again declined to reinstate North Carolina's strict voter ID law, which was struck down in 2012 after a court ruled that it was intentionally designed to stop African-Americans from voting. In its ruling, the appeals court said the law was intentionally designed to discriminate against black people. North Carolina legislators had requested data on voting patterns by race and, with that data in hand, drafted a law that would "
target African-Americans with almost surgical precision," the court said.
2016: When, despite these efforts to rig the election, a Democrat won the governorship, the controlling
Republican Senate granted itself the authority to confirm gubernatorial cabinet appointments in order to pack the executive branch with Republicans, thus trying to render the new governor somewhat powerless. This passed law, was later overturned by the courts.
2016: They also
passed to shrink the state court of appeals by three seats, thereby stealing three judicial appointments from the new governor.
These tactics, in which failed democracies throughout the twentieth century employed, involve denying citizens their right to vote, misrepresenting the population through grossly obnoxious gerrymandering, court-packing, and an actual move to render an elected official completely powerless. In effect, the GOP-led North Carolinian congress passed the minority off as a majority, and tried to be governor.
Of course, we could also look at how the GOP tried real hard to de-legitimize the 2008 election through decrepit "birther" tactics, refused to consider a President's nominee for Supreme Court for an entire year in 2016, and even flirted with de-legitimizing the 2016 election by falsely declaring that "millions of illegals voted." We could even look at Trump's crusade against the media by branding it an "enemy of the people" as he publicly favors the one network that tries not to ever criticize him, which is another tactic used by autocrats who wrecked their democracies. Clearly, we have years and years of "sleaze," but it hasn't been the Democrats attacking democracy just to achieve and cling to power.
But yeah, go ahead and go with Kennedy.
