Schiff: There is legal precedent for impeaching sitting officials over prior criminal conduct

The top Democrat on the House Intelligence Committee on Wednesday said sitting officials can be impeached for prior criminal conduct, citing a recent legal precedent.

Rep. Adam Schiff (D-Calif.) made the remarks after he was asked at a Washington event at the Brookings Institution about whether a sitting president can be prosecuted for federal crimes that he or she committed before taking office.

Schiff pointed to a 2010 case in which the Senate voted to impeach Thomas Porteous Jr., who was a Louisiana federal district court judge at the time.

Schiff said the Senate convicted him on four articles of impeachment — articles he noted would be "relevant to modern times." The counts included one based purely on prior conduct and another for lying under oath during a Senate confirmation.

"On an overwhelming basis, the Senate convicted [him] on all those articles including those two," Schiff said.

Absolutely! Maybe play sound bites of him saying stupid things too! And don't forget Lock 'em Up! I see that was done to Michael Flynn coming out of a court house.


When I was a kid my brother and I got a LP record of a comedian that was really good at sound effects on a microphone. One of the funniest things he did was replicate the sound of a train passing through a small town whistle and all. Problem was there were no railroad tracks in that town. Said lights were coming on everywhere!

The funniest sound impressionist bit I ever saw was the welfare office scene in Cheech & Chong's Next Movie (1980): https://www.youtube.com/watch?v=Ggl72wOwoQE. Couldn't find the black guy's name but I've seen him in other movies doing similar routines. Funny stuff.

He was in the police academy movies. I'm not sure of his name either
