Inclusion on the summit list suggests Shine will play a vital role in the White House.

White House communications director Bill Shine will be part of the West Wing delegation traveling to Helsinki next week to meet Russian President Vladimir Putin — a sign of the new power center he will occupy in the White House.

The high-stakes summit arrives at a moment of transition in the West Wing, with new blood like Shine on its way in, while other senior aides, like chief of staff John Kelly, are expected to be imminently on their way out.
==============================================
Also aboard AF1: deputy chief of staff Zach Fuentes; national security adviser John Bolton and as his chief of staff, Fred Fleitz; policy adviser Stephen Miller; social media director Dan Scavino, press secretary Sarah Huckabee Sanders, as well as first lady Melania Trump and her staffers Lindsay Reynolds and Stephanie Grisham, among others. Jared Kushner & Ivanka Trump will not be going to Helsinki.

Trump is still planning to have his one-on-one tete-a-tete with Putin, followed by a working session, followed by a luncheon.

You dont get a person like Shine to join the team unless they are going to have power.

Kiss some US advantage goodbye. As pitcher John Lackey would say, Trump isn't going to Helsinki for a haircut. He's going to ingratiate himself to the Czar.

He's going to Helsinki for anything you might imagine but no matter what we all will lose.
