Pro conspiracy websites are not the best places to get information.

As stated in the last audit (and ignored by the Conspiracy Theory types) is that tracking and monitoring monies spent in the entire supply chain is extremely difficult as there are dissimilar systems for the different branches, obsolete systems, etc.

It took the better part of two years in the last audit to figure out where the money ended up.

Analogy. I spend X dollars on a part for my motorcycle... I wash the receipt along with my jeans. I no longer have a decent money trail.

I have the part.

The money was never "missing".

I later see a credit card statement that notes the part and the mystery is solved.
