Out of curiosity, did Russia "meddle" in any elections prior to 2016 or was 2016 the first time? If Russia dropped propaganda in prior elections or tried to compromise a candidate in prior elections or tried to gather election data in prior elections then were those prior elections also compromised?
Not that we know of. Russians hacked into Pentagon in 2015. It was moving so fast through the joint chiefs of staffs emails that they had to shut it down for two weeks to replace hardware and software.

So this is Vladimir Putin's first attempt to sway and American election. I think we know enough now to say that Trump surrogates were colluding with Russian intelligence agents.
