As a youngster I was taught, and eventually learned it was true, that it was foolish to place any faith at all in the statements of men you know to be liars. I still practice that philosophy.

Why should I want to believe groups known for their mendacity? In this case of "the intelligence agencies", there are whistleblowers, men and women who did careers in some of those agencies, and eventually found they could not answer their own consciences unless they blew the proverbial whistle. Naturally, they are very skeptical of the statements of their former bosses, and what Snowden revealed explains why.
