It wasn't sexual harrassment. Unless just the fact he is male and she is female makes badgering her about a factual claim he disputed "sexual harrassment".
He was pissed at her and ****ing with her about it. Which isn't cool, really. But it wasn't sexual.

The difference between Moore and Franken is stark -- Franken didn't try to force sex, as Moore did and everyone involved was an adult. More stark is that Franken came clean and looks for redemption, while Moore denied everything -- even though it's clear.
I think if a former KKK member, like Robert Byrd, can redeem themselves, I think Franken can too. Moore isn't even trying.
