President Donald Trump will cut off subsidy payments to insurers selling Obamacare coverage in its most aggressive move yet to undermine the health law, the White House announced Thursday night.

“Based on guidance from the Department of Justice, the Department of Health and Human Services has concluded that there is no appropriation for cost-sharing reduction payments to insurance companies under Obamacare,” Press Secretary Sarah Huckabee Sanders said in a statement emailed at 10:47 p.m. Thursday.

“In light of this analysis, the Government cannot lawfully make the cost-sharing reduction payments. …The bailout of insurance companies through these unlawful payments is yet another example of how the previous administration abused taxpayer dollars and skirted the law to prop up a broken system.”

The subsidies, worth an estimated $7 billion this year and paid out in monthly installments, may stop almost immediately. POLITICO reported the development earlier Thursday, citing several sources.

The announcement – coming hours after Trump signed an executive order calling for new regulations to encourage cheap, loosely regulated health plans – delivered a double whammy to Obamacare after months of failed GOP efforts to repeal the law. With open enrollment for the 2018 plan year set to launch in two weeks, the moves seem aimed at dismantling the law through executive actions.

“Trump said Obamacare would implode. He did not say he would light the match,” said state Rep. Garnet Coleman, a Houston Democrat.

It seems that healthcare will once again become a political issue in 2018.

Because it puts the blame on republicans for the collapse of the exchanges?

Well I was thinking because it's likely to destabilize the entire marketplace and kick millions of people off their insurance, cause premiums to spike, and make everyone's lives more miserable. But yes that, too.

Maybe I am missing it. Is there an upside to this for the Republicans?

Insurance is a tangled mess. If it were me I’d wait to see the plan. As it is now it is wobbling on a pillar of illegal financing schemes because Obama was willing to accept a hot mess and call it a medical plan, and he couldn’t care less.

Give him credit for dumping it on the people for someone else to fix.

Uh what? Okay, let's give him credit for that if you want. Who cares. What does that have to do with Trump singlehandedly destroying the insurance market?

Sabotage program; claim program doesn't work.

Basically Republican Governance 101. He's learned something.

They can claim it's a step toward getting rid of Obamacare, which Republican voters hate while simultaenously liking the different elements of it.

Pandering to morons, basically.

If the program was legally up to snuff, then Trump couldn't kill it within the administration. The Obama admin propped up a broken law with billions upon billions to insurance companies. Liberals should be outraged that the law was so poorly written.

Okay, so you don't like the law. Again, how does destabilizing the whole market do anything good for anyone?

I thought people hated corporate welfare, you would think people would be happy about this.

Trump will get credit for dumping 20 million off their insurance you mean.

My kids both lost their insurance not long after ACA went into effect....so, its not like this will cause them anymore pain than they are already experiencing.

This after a 42% hike in premiums followed by another hike of 51%....the insurers then pulled out of Minnesota along with several other insurers.

My kids are still waiting for that "affordable" part of the ACA....In the meantime, they are without coverage simply because its cheaper to pay the "fine".

All this complaining about price and yet you're fine with all the more you'll be paying due to this EO.

Those hikes were in anticipation of this move by Trump. It is also the cause of insurers dropping out of the exchanges. I hope Trump realizes that this will end his chances at getting even one Democratic vote in Congress until he reinstates these subsidies.

Insurers have already signed contracts committing them to participating in 2018 and setting their rates. They must continuing offering the reduced deductibles and co-pays to eligible enrollees, but they won't be paid for them. That's why many asked for such large rate hikes.
December could be the month to watch.
Democrats are likely to demand funding in any spending package necessary to keep the government open after December 8.

But Trump's move throws a new wrench into an eight week period fraught with potential problems, from finalizing the spending bill, to finding a solution for the Deferred Action for Childhood Arrivals program Trump also rescinded, all while attempting to accomplish Republicans' cornerstone legislative effort: tax reform in the same period.
"Yes, this complicates things," a GOP congressional aide acknowledged. "There is no question about that."

I really don't care......watching this abortion fall apart is mildly amusing.

remember....if you like your insurance, you can keep it.

It's amusing that Republicans have been causing premium spikes by injecting uncertainty into the market? You don't care that millions of people will completely lose insurance coverage?

Um...No.

I was all I could do to get my kids insured under me.

Okay, so you don't care about the fact that the ACA actually was a major contributor to the massive drop in bankruptcy filings, and that once the ACA goes away this will once again spike?

Or that the drastic decline in people reporting difficulties with carrying the burden of medical bills will reverse?

No.
And, No.

If it ain't broke then it don't need fixin'.

It's very broken and that house of cards needs to collapse so that people can focus on real solutions instead of smoke n' mirrors.

You heard him he is "amused". This is Trump world and that is a world without empathy and they are proud of it.
