Just because there were so many people and position previously doesn't mean there needs to be so many people and positions now, nor that all those people and positions are warranted. I don't see how a smaller government, consuming less money, less overhead, is necessarily a bad thing. I'm more of the mind that it was high time that it was trimmed down.

If only I were fit for my job, I'd be able to see the wisdom of the emperor's new way of doing things.
It's a special new way that's invisible to the unworthy such as myself.

The Emperor's new chess only looks like he's floundering and ca't even get his own house in order.
But really, things only look like that because I don't have the right kind of eyes for seeing how splendid it actually is.
