No he didn't - why make things up? It kills your credibility. He only "admitted" to leaking AFTER he was fired, and what he leaked was his account of Trump pressuring him, which was unclassified.
He explained why the investigators didn't want to publicly state Trump was NOT a target. Made sense to me. And the FBI Director isn't obligated to "help the PR of the administration."
The problem is Comey was the leak source. He admitted that but refused to leak anything but negative information.

Based on that alone, he should have been fired. He refused to state publicly his boss was not under investigation for collusion. Based on that, he was refusing to help the PR of the administration. Again, a reason to be fired. Comey liked the spotlight. As an investigator, a bad trait, another reason to be fired. He made prosecutorial decisions....another reason.
There were multiple reasons to fire Comey, and legally, he could be fired.
