The Intelligence community isn't directly the purview of the legislative branch, which is why as an oversight committee is operates independently. By funneling classified information to the executive branch (which the intelligence community is the purview of), the chairman of the intelligence committee broke that wall. That's why it totally discredited itself, and that's why if an independent investigator is finally assigned it will be to the thanks of Nunes.
Huh? The Executive Branch was the source of that information. It's about as much "breaking a wall" as me quoting your post in my reply.
Breaking the wall would be taking information that hadn't been cleared for release to Congress (such as raw reporting, HCS-O, and that sort of thing) and giving it to Congress.
