It is when you demand to do it in a way that could burn the building down and kill people simply because you're lazy.
Was the architect taking a political jab at him or was it legit, or laziness on the architect's part to not really look into it and simply deny?

Aren't there right wingers that are against fire and safety codes? They feel that government has no place regulating private business fire and safety standards.Laziness? What laziness?
Fire codes aren't changed to accommodate the whims of politicians.
