Sure is a lot easier when you've got somebody at the top who has media support and who just doesn't care what anyone thinks.

Maybe, but that didn't stop Bush, Nixon, etc. Dick Cheney famously didn't give a damn what anybody thought, including saying that the opinion of the American people didn't matter and telling a sitting Senator to go **** himself (on the Senate floor, if I'm not wrong).
The simple fact is that while Obama hasn't exactly done anything to stop the spying on the American people, these programs predate him by many years and have wide support among both of the two major parties. Sorry, but Mitt wouldn't have changed it, and despite what McCain said when he was trying to score political points I'm not sure that he would have either.
