None, let them all in and hold their hands. Allow them to travel freely through the US. Hopefully spreading the disease to the point of pandemic.
Just as long as their rights and freedoms area not affected one way or the other.

Answered the hell out of it. She had no idea if she was viral. She just wanted her "rights" protected. Awesome caring nurse she must be.

You are perfectly comfortable letting anyone come in to this country with one of the most deadly diseases in human history, but freak out about Ebola which is once again not even found in the United States.

So he doesn't even qualify as that. Nor does he qualify as low risk as for that you still need to be in contact with someone who is symptomatic.

The situation we are talking about isn't covered in that document. Don't know if you've seen it, but the doctor who was just released that was symptomatic, even though he's not quarantined any longer he has been ordered to refrain from sex with his wife for the next three months.

Dealing with spouses in discovery type quarantine is mostly down to common sense (at the medical level, not the man on the street level). She could have easily become symptomatic and infected him before symptoms were even detected. She is high risk, he takes on that classification by living with her, for the duration of the quarantine period (and beyond if she had become symptomatic).

There are 3 countries that have Ebola....no changing that.

Do you want to ban flights from those three countries to the USA? Because there aren't any, now, do you want to ban flights from countries that have non stop or one stop service to those countries?

No, I want to follow established infection control protocols without making nods to whatever political guidebook you're reading from. I certainly wouldn't allow high risk persons on any commercial flights flying, well, anywhere.

If you want to know what constitutes a high risk person, read the protocols I posted.

It also means the fatality rate is still ZERO for cases ID'd early and treated in the U.S. The African fatality rate is not applicable here. It is not and will never be a disease of industrialized nations. Just like the CDC said.
