This is the second line of the guidelines:
"The objective of PTI is to provide defendants charged with victimless or less serious offenses an opportunity to avoid prosecution and receive early rehabilitative services".
near the bottom of the page is says:
"Who is generally not admitted into the PTI program:
Defendants charged with violent offenses"
Janay Rice is the victim and the charges against Ray Rice were violent (aggravated assault-bodily injury in the third degree and one count of simple assault).
It was prosecutor Jim McClain's choice along with Judge Michael Donio that gave Rice a pass by ignoring the primary objective of the RTI program. Rice did not qualify fro the start.
