There is sovereign immunity- any lawyer will tell you that. The only way it can be waived is that the government allows it, and that only happens in cases where there is a media outcry that it forces the government to waive it but its few and far between. And even then the cop himself will not be personally liable as the state will settle.But we don't have sovereign immunity. "The state" (in this example, cops and judges) are routinely prosecuted for wrongdoing.

In Georgia, sovereign immunity is defined as the protection under the law that prohibits an agent or agency of the government from being sued without their consent. It sounds ridiculous, but the bottom line is that you cannot sue the government unless it allows you to!
