House Debt-Ceiling Plan Would Ban ‘Emergency’ Measures

both political parties use the debt ceiling legislation as a bargaining chip and they also want to control when the chip is needed to be played. By removing extraordinary measures, they have a better idea of when we are going to reach our limits. For instance, it would hurt the democrats in the next election cycle if we are again at the tip of the debt ceiling. Democrats would use extraordinary measures to make sure this issue doesn't occur during the election season.

If they restrained themselves rather than restraining the President, it would accomplish the same thing while permitting the President to make decisions that allow the country to continue to function while Congress dukes it out.
 
While I understand the concept of a debt ceiling, what is the point? We are going to reach it no matter what, why not just do away with it and stop all this non senseless bickering over it. The ceiling isn't preventing any spending from happening, all it is really doing is striking fear into the economy and being used as a bargaining chip in a game of political poker.

It no longer has any legitimate purpose but will not be done away with because it is great for politicians who want to use it for their own means.

Congress could regulate the debt through the regulation of spending, but the fact is that if they make the debt a separate matter that gives them two bullets in the gun for the price of one.
