Obama Administration Passes DREAM ACT by Executive Memo

Afaict, there's no pardoning going on.

Are there any differences between not prosecuting all 12million illegal immigrants and giving them pardons/amnesty?

No don't worry ICE can prosecute all 12 million cases there's plenty of money and manpower the government isn't broke.
 
Presidents have been using the EO to legislate for some time now. It's not new. It should be stopped; but we don't seem to have any interest in that.
For some reasons, only about half the country gets pissed about it at a time.

You have the resources to prosecute two of four cases:

1) Mid-20's man with known gang affiliations and suspected of several felonies
2) Late-50's woman working for a home cleaning service, clean record
3) Person with name matching an entry on the terrorist watch list
4) College student working on physics degree, clean record

The memo says go with 1 and 3 under the circumstances. What would you do?

Prosecute 1 and 4, while maintaining a database with the location, name, actions of prsons 2 and 4 so that once resources free up if there are no better candidates for prosecution you can move onto them.

Refer the home cleaning service to the IRS to check their books to see if they've got the woman accounted for. If she's not, then that company jumps up on the list for the next time around when prosecution funds are freed up.

If the individual in #4 is going to college in a state that doesn't allow instate tuition for illegals, then inform the state of his illegal status to ensure that the proper amount of tuition is being paid. If it isn't, then he's committing fraud and well...jumps up on the list the next time around that money free's up for prosecution.

Oh, and push for congress to raise your budget to be able to prosecute more people violating our laws since we're getting 50% more than we can prosecute by your numbers. Or perhaps take money away from our prosecuting funds for attempting to sue states for enforcing the laws the federal government is saying they don't have the money to do and actually use that money to ENFORCE THE GODDAMN LAWS.

SHOCKING Idea, I know.
