Bush didnt do us any favors with his prescription drug program designed and passed strictly to protect the big drug companies who were under assault for charging less than half the American Price to Canadians and less than 25% of the american prices to mexicans...to say the least seniors were seriously pissed and wanted to be able to buy drugs out side the usa, bush took the heat off them by creating a huge entitlement.
What proved to me he did it for the benefit of big pharma it was written right into the bill that the govt could NOT NEGOTIATE for LOWER prices and the rape of the taxpayers began and hasnt stopped since.
 
True, they are different. But in the context of total taxes paid, they are one and the same. Furthermore, in the context of the budget where it matters, Payroll taxes fund the largest expenditures within the budget, and the largest expenditures are the biggest drivers of the deficit and future deficits. To ignore payroll taxes, social security and medicare in the context of taxes and budget cuts is massively dishonest.



Hence partially why a reasonable, honest person cannot discuss the topic without them.

First, I take exception to being called dishonest, not sure why any moderator would allow such language. Ias I said I seperate these, do onot ignore them. This is why I did not to bother with being who seem to have a bit on knowledge but no real understanding of the issue at hand.

Yes a big part of federal budget spending is for social security and medicare but as I try explain to all who want to listen they are fully funded by taxes created to pay for them. As a matter of fact they are currently in surplus by several TRILLION dollars.

So if anyone in this thread who really cares to understand the topic ( I guess that excludes you) then then would take the budget the way you would analysize anything and break down the pieces.

As I said there is a long term solvency problem facing social security which should be fixed. Then look at all the other spending, defense, discetionary,interest (soon to be the biggest part of the budget). Whatever this adds up to versus what we take in excluding payroll taxes may be a trueer definition of our deficit. It would also better explain to folks what we have made as short term spending choices versus how much tax revenue we are willing to collect.

Now if some one wants to debates the points, I welcome it. If however you want to insult, find a hole and jump in.

Surgeons say patients in some parts of England have spent months waiting in pain because of delayed operations or new restrictions on who qualifies for treatment. In several areas routine surgery was put on hold for months, while in many others new thresholds for hip and knee replacements have been introduced. The moves are part of the NHS drive to find £20bn efficiency savings by 2015. The government said performance should be measured by outcomes not numbers.

Surgeons have described the delays faced by patients as "devastating and cruel". Peter Kay, the president of the British Orthopaedic Association (BOA), says they've become increasingly frustrated that hip and knee replacements are being targeted as a way of finding savings. GPs were told not so send as many patients to hospital, maybe to delay referrals until the end of the financial year while perhaps introducing thresholds for surgery.

Overall, 692 surgeons in England sent the BBC information about the policy on hip and knee replacement of their local Primary Care Trust (PCT). Between them they covered the majority of PCTs in England. 106 surgeons told the BBC routine operations had been put on hold in their area. Others described new limits on when patients qualify for hip or knee replacements. 152 specialists said patients now have to be more disabled or in greater pain, and 118 told us hip and knee surgery had been regarded as a procedure of low priority.

A number of PCTs have been explicit about their decisions to put all routine operations on hold for several months up to April to help balance their budgets by the end of the financial year. They include Warrington, Sheffield, Eastern and Coastal Kent, Bury and Warwickshire. Alex Waring, a patient in Warwickshire, was told he was being referred for an urgent knee replacement in August of last year. Now he looks at that letter with bewilderment as more than seven months later he is still waiting for surgery. Mr Waring has already had one successful knee replacement and says he is in daily pain waiting for this second operation. "It's excruciating sometimes to put it mildly. And it affects you at the times when you're not expecting it. I get off my mobile scooter and nearly fall over because my knee is gone, the pain, you've to sit there until the pain just goes away."

Putting routine operations on hold means that GPs simply stop referring their patients for surgery. So although a patient might be waiting longer, this isn't recorded in the official waiting statistics. Another way of adding invisible waiting time into the system is to implement stricter new criteria which have the effect of delaying the point when a patient can be referred for treatment. An investigation by the BBC also found evidence in many PCT board papers of new thresholds being added for hip and knee replacements.

when it came to reform, however, all his great and excellent speech said was---toughen up the independent advisory board included in obamacare and regularize the state/fed scheduling for medicaid funding

I agree Prof..My beef is not with deep cuts in spending or Medicare and SS fixs...my problem is this incessant whine that the rich pay to much and corporations are on their knees with taxs and regulations...I dont believe for one second that is true.
I would be for ryans plan if he took out the absurd 26% tax breaks for the wealthiest americans and corporations and still included tax deduction changes UNTIL we as a country were back in the black.
I believe just the opposite that the rich and corps are not paying their fair share...and GE proves that the deductions and manuevers they make does not reflect the percentage they say they are paying...they do not

Then again, since the Mayor has been discussing the unconstitutional spending and not saying word one about the Constitutionality of taxes (having read the Constitution, the Mayor is aware that there were amendments that damaged the Republic before the 17th Amendment killed the Republic.)

None of our spending has been found to be unconstitutional under the rule of law.


The issue is not a tax issue, the issue is the spending and the issue about the spending is that almost all of the spending is in direct violation of the Constitution.

When you have high debt and cut your revenue how does that help things? I agree we also need to cut spending. We need to cut our military spending back to defense only and we need to end our optional wars. We also need to cut our corporate welfare. We also need to raise the FICA caps to make up for what the govenment has stolen from the SS funds.

The advantage payments are being frozen this year and then gradually reduced and the payments to doctors were not cut, a bill was passed afterward, pushed by the President no less, that restored the payments.

You guys should follow the issues more, instead of getting caught up in the intentions.

the same thing that happens when you make tens of trillions of dollars of empty promises to members of social security and medicare, to public employees concerning their pensions which are collectively two point five trillion dollars short

if soc sec and the m's are such wonderful programs, then why are they killing us

All that needs to be done is raise the FICA cap and lock the SS funds legislativily and problem solved. There is no crisis.
