Unemployment dips to 8.9 pct., 192K jobs added

Are the deficit numbers in a budget proposal set in stone, or are they projections? Hint: the answer is projections, which will tell you something about what happened.

Yes, they are projections, were those projections 1.3 trillion dollars? Where did the TARP, Stimulus, and War supplemental appear in the 2009 budget?

you don't seem to know much about budgets.

Then explain it to me, pretty simple question did the 2009 fiscal year budget requests submitted by Bush in February 2008 have a 1.3 trillion dollar deficit?

You do realize the war supplement and TARP came from Bush, right? You cannot blame the economy and unemployment on Obama, and then not blame TARP and the war supplements on Bush.

No, it projected a level of spending and revenue, neither of which was accurate.

Your Absolutely right, I just finished reading "Decision Points" and Bush discussed how it was his administration that came out with TARP, and how it helped save the Economy.

see redress's post. thanks so much. i see you're leaving bush's tarp out of the equation now, as well as blaming obama for having to cover bush's wars. partisan much?

Partisan is what I get from liberals all the time, Bush's war? Thought Obama was going to end those wars yet asked for a 100 billion supplemental in June 2009. Bush wasn't in office. Bush also never had a 700 billion dollar defense budget but Obama does, so before you talk about funding Bush's wars, didn't he campaign on getting out of those wars?

Bush's TARP program WASN'T in the budget because it wasn't passed until October 2008 the first month of fiscal year 2009. It was a supplemental that Obama supported.

Really? When did Obama say he was going to end "those wars"?

I swear, you would argue that today isn't Friday by pointing out that it isn't in China. Did the fiscal year 2009 budget include the Obama stimulus, the TARP bill, or the war supplemental? How much of those were spent in 2009 and where did they appear in the deficit?

I think he did say that he was going to set a Solid date for soldiers to finally leave Iraq, and as far as I know he's done that

How did Bush submit a war supplemental bill in June 2009 from his home in Dallas? That was Obama's surge in Afghanistan supplemental. You want so badly to prove me wrong, love it.

This is a good example of why you should not use Op/Ed's as a source. The president writes the budget each year and submits it to congress. Congress then writes appropriation bills which go back to the president. United States Code: Title 31,1105. Budget contents and submission to Congress | LII / Legal Information Institute

Yes, Congressman Lincoln lied. The source of the information is immaterial if it is correct... or so many on this board keep telling me.

United States federal budget - Wikipedia, the free encyclopedia
The Budget of the United States Government is the President's proposal to the U.S. Congress which recommends funding levels for the next fiscal year, beginning October 1. Congressional decisions are governed by rules and legislation regarding the federal budget process. Budget committees set spending limits for the House and Senate committees and for Appropriations subcommittees, which then approve individual appropriations bills to allocate funding to various federal programs.

After Congress approves an appropriations bill, it is sent to the President, who may sign it into law, or may veto it. A vetoed bill is sent back to Congress, which can pass it into law with a two-thirds majority in each chamber. Congress may also combine all or some appropriations bills into an omnibus reconciliation bill. In addition, the president may request and the Congress may pass supplemental appropriations bills or emergency supplemental appropriations bills.
Proposal.

(5) except as provided in subsection (b) of this section, estimated expenditures and proposed appropriations the President decides are necessary to support the Government in the fiscal year for which the budget is submitted and the 4 fiscal years after that year.
Re-read (if you bothered to read it a first time) the linked site. It's all about information that the President submits to Congress, and 'proposed expenditures'.

Congress, through appropriations bills, writes the actual budget.

I guess Harkin is lying too, right Redress???
how congress writes a budget
Q: How does this process start off each year?

A. The President submits a budget to Congress in early February. This lays out the President’s priorities, and includes details as to how much money he wants allocated to each federal program. The budget request also sets forth the President’s wishes with regard to reducing or raising taxes. However, the President’s proposed budget is only a recommendation. Congress has the “power of the purse.” And under the Constitution, it is Congress’s job to actually write and pass the budget.

Q. What is the Congressional Budget Resolution?

A. After the President submits his budget request, Congress develops its own budget. The Senate Budget Committee writes and passes a budget proposal, which is then voted on by the entire Senate. A parallel process takes place in the House. Next, members of the Senate and House Budget Committees come together to hammer out a joint Congressional Budget Resolution, which specifies how much money Congress may spend and how much revenue should be collected in the coming fiscal year. This Budget Resolution then goes to the full Senate and House to be debated and voted upon.

Of course, I don't expect Redress to admit error.

If not mistaken he implemented the Bush Doctrine in Iraq but he did set a hard date but the war was winding down when Obama took office. Gates was Bush's Secretary of Defense and is now Obama's

fact is, bush's 2009 buget asked for 70 billion for the wars, while 2008 was 200 billion. so he bush underestimated what was needed for those wars, probably purposefully, since he was leaving office. your petulance is ridiculous here, blaming the costs of bush's wars on obama. here's what's funny: a republican complaining about military spending. here's what else is funny: you claiming bush had nothing to do with tarp.

again, you said bush wasn't responsible for the 2009 budget, when are you going to admit you were wrong?

of course it came from bush, it is bush's war.

Where did I say he wasn't responsible for the 2009 budget? I asked you what the deficit was from that BUDGET, you diverted. TARP, the Stimulus, the June 2009 surge supplemental, the takeover of GM/Chrysler were not in those budgets so tell me how those expenditures affected the deficit?

So whats the problem, seems like a good thing to me. Bush was correct with implanting the Surge, when everyone (including myself) Disagreed with it. Props to him, and props to Obama for setting a Hard Date

Congress writes appropriation bills. If you are going to correct some ones claim with something less than factual, you have no room to complain when you get corrected. Hell, your first quote with the part you bolded states that the president does in fact write the budget.

Does it matter for this thread? His budgets for the military are higher than Bush's

Then why did you bring it up? Did Obama say he would end "those wars", or where you factually mistaken in what you where trying to show?

Did I claim Bush wrote the war supplement in 2009? Feel free to show me where I said that.

go back and re-read my edited post before you start mouthing off. You were wrong. Period. YOU used the words 'writes the budget', when you own link did not support your statement.

Again, I STILL don't expect you to admit you were wrong.

oh boy......because obama had to spend on bush's war it's obama's fault?

Bush didn't create the Afghanistan surge but keep diverting, this is about inheriting a 1.3 trillion dollar deficit and that is a lie as has been proven and you want to ignore.
