Not exactly. Congress passed the buck and did not meet their responsiblity. They did not declare war. And the UN decidedly objected to the US invading, so the US cannot in any way use the UN as justification.

Declare war. Invading outside the UN requires a declaration of war. Congress needs to put themselves on the line, do their job, and declare war. Passing the buck is not equal to a declaration of war.
