This is where I have an issue - they practically arrested the children and detained them. Did they read their rights in the process?
If they hadn't done this - but pursued reprisal of $250 - that would be reasonable.
However - if the Dad was so concerned - then why doesn't he just pay the $250 and get it over with? They committed a wrong by arresting the girls - but he's just continuing it. The girls would NOT be going to court if he'd pay the fine and get that part over with.
I blame the father directly for the court-proceeding. This would not be happening if he didn't suddenly become a stubborn ass. . . Shame on him for putting these children through this. Haven't they been through ti enough, already?
The very fact that he refuses to cooperate further actually jeopardizes the case against the police - they DO have a legitimate case concerning their arrest and those initial actions against them . . . the father's actions serve to complicate it further.
