Well, the part where the Mexican official says it was being operated by the Mexican police would seem to indicate otherwise.

It would be even crazier if it turned out to be martians! :D

Only if we agree to extradite the drone for its suspected ties with drug cartels.

If it was being operated by the Mexican police, it is de-facto drug cartels.
