Rangel, who became the 23rd House member to be censured, appeared at the front of the chamber while Speaker Nancy Pelosi read the resolution.

Censure is the most serious House punishment short of expulsion. His supporters asked instead for a reprimand, which would eliminate that humiliating appearance.

But the House voted against downgrading the punishment 146-267.

Earlier, Rangel offered an apology and a plea for leniency in the sunset of his career, agreeing that he broke congressional rule but that censure was unfair.

The dapper 80-year-old Rangel, wearing a blue suit, blue tie and a blue handkerchief, faced his colleagues and told them, "I have made serious mistakes" including filing misleading financial disclosure forms and failing to pay all his taxes. But he pleaded with the House to be "guided by fairness."

Rangel shortchanged the IRS for 17 years by failing to pay taxes on income from his rental unit in a Dominican Republic resort. He filed misleading financial disclosure reports for a decade, leaving out hundreds of thousands of dollars in assets he owned.

He used congressional letterheads and staff to solicit donations for a monument to himself: a center named after him at City College of New York. The donors included businesses and their charitable foundations that had issues before Congress and, specifically, before the Ways and Means Committee.

Rangel also set up a campaign office in the Harlem building where he lives, despite a lease specifying the unit was for residential use only.

He has paid the Treasury $10,422 and New York state $4,501 to fulfill an ethics committee recommendation. The amounts were to cover taxes he would have owed on his villa income had the statute of limitations not run out on his tax bills.

The last previous House censure was in 1983, when two members, Reps. Gerry E. Studds, D-Mass., and Daniel Crane, R-Ill., were disciplined for having sex with teenage pages. Nine House members have been reprimanded, the latest last year when Rep. Joe Wilson, R-S.C. was punished for a breach of decorum.

Rangel was not charged with lining his pockets. But the ethics committee found that his violations went on for so long that the pattern of misconduct deserved a censure.

The last minute pleas for a reprimand and his apology at the hearing didn't sway the vote. His posturing for the past months did not match the reaction today. There was even a vote to reprimand only, which failed.

Any Republican found guilty of as few as say 5 of these violations would have been deferred to the justice department.

No wait, that's wrong I forgot this is the Obama, Holder let the black guy off era.

If any Liberal in Congress who is guilty of any crime needs to quickly joint the New Black Panthers or publicly show that you're a Socialist/Marxist/Communist/Terrorist or follow Black Liberation Theology, and Obama Holder will grant you a pass, no matter what Federal Law you break.

The statute of limitations never runs out when someone is evading taxes. So apparently the IRS has already cut him a break saying it wasn't evasion. Good luck if you or I decide not to report income...

Rangel has not been exonerated from criminal prosecution, and it may still occur. While the vote today was proper and very well deserved, it is still a black eye on Congress in at least two ways:

1) Rangle is still a sitting member, recently reelected by a district that would elect the devil if he were black; and
2) The Democrats who have controlled Congress took too long to get to this day.

Our politicians still think they are so special. We have ourselves to blame for their continuing arrogance. Hopefully that is changing, but we are not yet there by any stretch.

A "yes" vote is a vote in favor of censure.

Voting yes were 170 Democrats and 163 Republicans.

Voting no were 77 Democrats and 2 Republicans.

It's time there is an IRS investigation, and perhaps a criminal investigation so the record is clear, and so Charlie can have someone else Judge him and have him then make a change of heart, or serve the punishment an ordinary citizen would receive.

He should have his ass tossed out of Congress, for Censure is meaningless.

And to think, this was the chairman of the Ways & Means committee. The laws too complex for him to understand??? Then this is the perfect opportunity to use Rangel as an example of how burdensome the tax code is and fight for simplicity.

Just think of the ObamaKare mess as well... it can be attached to the complexity argument, as well as using the clips from Reid's debate with Angle where he keeps telling people they should come to his office to sort out their affairs.

Is it 2012 yet?

Quite frankly I am NOT comfortable with the way this CORRUPTED and crooked politician Rangel being spanked lightly instead of at least kicked him out of office. We don't need this kind of people in the House.

an observation extremely polite americans would greatly prefer not to make:

half the dems who voted FOR charlie were from the cbc

only one cbc'er, artur davis from alabama, stood for justice

one of the gop'ers on charlie's side was firebrand peter king (msnbc regular) from long island

a whole bunch of new yorkers sided with charlie, it is notable

All I have to say is, artur davis gets my full respect, and I would listen to any opinion he had, he's the actual democrat that's not a slave to the liberal-democrat ideology.

Isn't a censure a "shame on you, don't get caught..cough cough I mean shame on you don't do that again"? If this is the case then it seems to be a waste of time and nothing more. Not that I am complaining because as long as they are wasting their time on nonsense the less time they spend screwing up the country.
